When will we start working on an action plan for the Local Agenda 21? (04/02/2019)

The concept of Agenda 21 was conceived at the World Conference on Environment and Sustainable Development organized by the United Nations Organization in Rio de Janeiro (Brazil) in 1992, also known as the Earth Summit.

It was about supporting initiatives that would build a model of sustainable development for the 21st century, hence its name.

Based on this agreement, policies and programs are developed that lead thousands of local authorities from around the world to become involved in Local Agenda 21 processes. It is a global commitment in which European municipalities have assumed a leadership role and is reflected in an Action Plan based on the integration, with sustainable criteria, of the environmental, economic and social policies of the municipality, which arises from the participation and consensus-based decision-making among the political representatives, municipal technical personnel, agents involved and citizens Township.

The objectives pursued through the implementation of a Local Action Plan are:

The analysis of the reality and municipal situation, with the purpose of identifying the problems that are developed in the municipality.

Improvement of municipal management.

Consensual definition and application of a development model for the municipality and its inhabitants, through the implementation of the Local Action Plan.

Continuous improvement of the quality of life in the municipality.

But, what happens in our City Hall?

The commitment, supposedly, has, as stated in the municipal website: "The City of Yecla is committed to developing its Local Agenda 21. This involves the creation of municipal environmental cabinets and make a diagnosis of potentialities and deficiencies of the municipality, in order to specify action plans that make it sustainable and competitive.This is a project that also requires, as an essential condition, the involvement and participation of citizens in its preparation. "

It is therefore the duty of this council to establish a preliminary phase for the drafting and implementation of this action plan, seeking citizen participation to do so and creating bodies to draft and monitor the plan.

From Izquierda Unida-Verdes we believe that we should start as soon as possible to work on the planning for the drafting of this action plan of the Local Agenda 21, establishing a calendar that includes the phases and tasks of the implementation process, creating a commission of writing formed by municipal groups, social agents, associations and municipal technicians.

Once this is done, the city council must prepare a comprehensive diagnosis of the city, analyze the current situation regarding the environment and, subsequently, launch a process to establish objectives and measures, as well as consultation and citizen participation.

And is that, reaching the end of the term, it is inevitable to take stock of what has made the Department of Environment, but also how to improve it.

From IU-Greens we believe that the time has come to act, above all, in the face of the advance of climate change, desertification and the danger that our natural environment is facing.

The time has come, therefore, to endow Agenda 21 with specific objectives and budgets.
