The Municipal Socialist Group asks for a regulation to provide guarantees to the Participatory Budgets (20/11/2017)

The Socialists remember that they already raised serious proposals in this regard that were disregarded by the roller of the absolute majority of the PP and ask that in the voting process it is an indispensable requirement to present the DNI, be registered in Yecla and the possibility of face-to-face voting so as not to discriminate for the digital divide

The Municipal Socialist Group has requested in writing to the local government team the preparation of a regulation in which the bases are fixed and participation is granted from the beginning of the process to Yecla and Yecla, associations, holders of the economic activity registered in Yecla , etc., that in the voting process it is an essential requirement to present the DNI, be registered in Yecla and also promote face-to-face voting, so that each person votes only once and, above all, to be a process in which All Yecla and Yecla can participate, bearing in mind that the majority of older people do not have access to technology.

For the socialist spokesperson, Asun Molina, participatory budgets are a tool of democracy, of citizen participation and transparency, a whole formula open to dialogue among citizens, where they raise and decide the fate of a percentage of their tax money and as 2 years ago we requested to implement in the ordinary full of October 2015.

"These budgets have seen the light without having informative forums to the citizenship, where the bases and the operation are made known and in which proposals can also be presented." The sectoral councils and the holders of the economic activity, nor assemblies or neighborhood meetings in which to discuss proposals for their neighborhoods and prioritize them so that they can be voted on later, because it is in these assemblies where the neighbors choose the proposals so that they can be voted on later, as is done in municipalities such as Jumilla or Alhama ".

According to Molina, the most striking of these participatory budgets are the model chosen to exercise the voting they have put into operation, since it raises imposed options, because citizens have not been consulted and have not been able to decide which issues and investments have to be made. be voted

Similarly, in this process you can only vote online, without voting days for people who do not have access to computers.

But, above all, it is a virtual platform in which you vote without registration, without entering the DNI, without having to be registered in Yecla and being able to vote as many times as email accounts have each citizen.

Finally, the socialist spokesperson says that participatory budgets are late and without guarantees, so they do not deserve to be called "as without guarantees democracy can be twisted as has been proven in referendums of multiple votes, open census and urn opaque. "
