It will lead to the implementation of a new ordinance for the commutation of sanctions |
Given the socio-economic and family problems caused by the payment in cash of certain administrative sanctions arising from infractions of the same nature, within the scope of local competencies, the Municipal Group Cs, proposes the possibility of creating an ordinance, to replace those for work in community benefit.
These types of ordinances are focused on people in a situation of unemployment or with limited resources in the family unit, who before an administrative sanction, without being able to deal with it, can opt for commutation through work for the benefit of the community .
As a general rule, penalties, tax and traffic penalties are excluded.
And they can also include training plans, with an educational and social purpose, generating in the person who has been sanctioned a greater involvement in compliance with the norm and, at the same time, replenish the community with their personal effort, damages or damages that could have caused with his offending behavior.
According to Antonio Puche, spokesperson of the Municipal Citizens Group: “we believe in the obligation of the sanctioned to comply with their monetary obligations, but we also consider that it is the responsibility of the Administration, to facilitate compliance with them and in case of not being able to face the economic payment, provide alternatives for the benefit of the community, with an educational and social nature, always with the objective that they do not incur the fact that motivated the sanction â€.
From Yecla Citizens, this motion will be carried out in the next plenary of the month of October, which, if approved, will give the possibility to persons sanctioned for an administrative infraction, to carry out work for the benefit of the Community, as an alternative to the execution of the economic amounts.
Having voluntary character.
Offering an alternative to the payment of these sanctions, since in many cases the labor or economic-family situation does not allow it.
This circumstance is palpable especially in the case of minors, or young people without financial resources, since this sanction usually falls on the parents, who in many cases are oblivious to the facts that have motivated it.
