From the Municipal Group of IU-Greens of Yecla, we consider that there is no "recovery of rights cut" in the budgets of Education of the CARM for 2018, as indicated by the regional government, but rather the opposite.
In our opinion, the progress of the privatization of the educational network of centers is consolidated with the increase in transfers to private-concerted education.
In fact, this transfer increases by almost 10 million to finance the new agreements of baccalaureate and vocational training, which already represent a total of 233 million, almost one of four euros from the budget of the General Directorate of Educational Centers, which is both saying total education budget.
Our Municipal Group believes that the 0.97% increase in the budget for Secondary Education is ridiculous, and considers that the primary one (6'3%) is insufficient for staff costs due to the increase in the number of staff due to the offer This expansion is born short to compensate for the loss of teaching jobs due to the elimination of the replacement rate during the years of the crisis, the increase in class hours and the ratio of the groups.
Another criticizable aspect is the freezing of compensatory aid for transportation and school canteen, as well as the reduction of book aid in 1.6 million, which represents a 41% cut.
Although the government intends to compensate this cut with deductions in the Income Tax return, it is no less true that most families need the availability of direct assistance at the beginning of the school year.
On the other hand, the cuts represent the lack of execution of the planned investments, many of which have been recovered from previous budgets not executed.
Thus, in the last budget settled, in 2016, of 24.4 million budgeted for educational infrastructure, only 7.4 million were executed, barely 30%.
In another vein, we think that there is no budget forecast to improve the operating expenses of the centers or for the gradual recovery of workers' rights that is taking place in other regions.
As is significant the budget reduction of the program referred to Vocational Training that goes from 28.49 million euros to 23.96 million, representing a decrease of 15.91%.
This cut ignores the growing social demand for this type of education, and many applications can be left unattended due to lack of places.
