A specification or a contract of a certain entity requires a technical and legal work very important, which is added to the daily work of the council itself.
For this reason some contracts are delayed more than is desirable for various complications that arise in administrative work.
At the time that certain contracts are not finalized and the specifications for the new contract, you can choose to continue to provide the service as it has been paid in recent years to stop that service.
The government team considered more appropriate to continue to provide the service because it is the least damaging to the public and it does not create any rights or right perspective to the company that pays.
