The Minister of Health inaugurates virtual arbitration system for videoconferencing Yecla (11/02/2009)

Torre Pacheco, Cehegín and Lorca are the next locations of the modern virtual system

The Minister of Health, María Ángeles Palacios, today inaugurated the system of arbitration AVIR videoconferencing virtual Yecla, an application that already works in other parts of the Region.

Palacios said that this application "allows the parties in conflict to appear before an Arbitral Tribunal without having to leave their town, thanks to a videoconferencing system established by computer from headquarters Consumer Arbitration Board in Murcia, and municipal units of consumption of each municipality to install the system. "

Consumer Arbitration Board of the Region was established in 1986 as a pilot, was the first initiative of its kind in Spain, and its purpose is to resolve consumer financial claims against companies or businesses.

To resolve each claim the Board appoints a tripartite board called the Arbitration Panel, but before a hearing is held privately by the parties in conflict.

The Minister recalled that the Consumer AVIR system "was launched in 2004 for the first time in Cartagena, and was followed by the towns of Aguilas and Molina de Segura in 2006, and San Javier and Mule in 2007."

In this regard, he noted that "the regional government assume all costs of the infrastructure necessary to implement the arbitration by video, such as computer, scanner, Internet connection and a TV."

In this way each council is committed only to provide a room with the necessary furniture and a municipal employee to meet the technical needs of a videoconference.

Palacios also highlighted its importance in the tourism sector, "which has established in our region since 2005, particularly in the tourist area of La Manga del Mar Menor."

He also recalled that this initiative was developed "with support from the municipalities of San Javier and Cartagena, who are doing the work of informing consumers and tourists, making claims, mediation and referrals to relevant agencies"

Claims to 2008

Since 2005 the number of cases investigated by the Consumer Arbitration Board has been increasing evidence of this is that it went from 1,969 in 2005 to 2,370 in 2006, representing an increase of 20.37 percent to reach the 2,881 in 2007.

By contrast, last year the number of claims decreased by 105 over 2007.

The sector recorded the highest rate of claims during 2008 was the mobile phone with more than 1,300.

Second is the fixed telephony with 387 complaints, with 113 post.

In contrast, in the fields of pharmacy, catering and road transport was only one case, while the pharmacist does not receive any complaint.

The cases handled by the Consumer Arbitration Board hearing was ended in 1044, 310 more than last year.

In the case of the town of Yecla, claims filed in 2008 were 59, of which 27 ended in hearing.

Data show the acceptance has been the Consumer Arbitration Board and the trust placed in it by citizens of the region, which consider it a point of support to resolve conflicts between traders and consumers.
